RESOLVED: 9 2017 0194 - Outline application (all matters except for access to be reserved) for the residential development of up to 13 dwellings and associated works (including the demolition of Askew Lodge) at Askew Lodge, Milton Road, Repton - Appeal lodged at The Planning Inspectorate - in addition to the comments previously submitted (2281/17) the Parish Council would add: that the emerging NDP is now at an advanced state, having been formally submitted to the local planning authority for examination. This makes the NDP, in our view, a material consideration:
The application is in clear conflict with NDP policies H1 (POLICY H1: THE LIMITS OF DEVELOPMENT: The limits of development for the villages of Repton and Milton will be maintained as identified on the proposal maps for each village.) and OS2 (POLICY OS2: THE VISUAL IMPACT OF NEW DEVELOPMENT ON VIEWS FROM THE COUNTRYSIDE MUST BE MINIMISED: An assessment of views to and from a proposed development should be provided to show how the negative visual impact will be minimised through the design of the site location, layout, buildings and landscaping and how it will be consistent with the findings of the Landscape Character and Visual Amenity Assessment (CEF6) - the proposed site includes an area of high visual sensitivity.
This application was also rejected by the South Derbyshire District Council Local Plan Part 2 Inspector and there is evidence that the recent burst water mains on Milton Road was due to the increased number of new houses in this area.
